On the first day of summer in 1925, Congress was still in session with many pieces of legislation still to be passed. Cartoonist Clifford Berryman sets the scene in a classroom where a stern teacher, with ruler in hand, puts his hand on the stack of pending legislation and warns his pupils, Senate and House, “Remember, No Outing Til These Are Finished!” Among the pending bills are all appropriations bills, farm relief, and rivers and harbors.
